Supports CSOs in developing and integrating a monitoring, evaluation, and learning framework into their work.
Since 2007, Jelena has been involved in initiatives that advocate for dealing with the past, strengthening the rule of law and empowering civil society organizations (CSOs) in Serbia. She coordinated the regional CSO coalition that demanded the establishment of a truth commission after the wars in Yugoslavia and developed the first informal education on the war legacy. She worked on situation analysis, research and preparation of practical policy proposals in the field of transitional justice and human rights. At the Humanitarian Law Center and the Helsinki Committee for Human Rights, she developed a program, designed projects and implemented initiatives focused on policy advocacy, youth empowerment and community involvement. As an independent expert, she assessed the needs of CSOs and, together with them, created and implemented an organizational capacity development plan. She has also been involved in the evaluation of project proposals submitted under programs funded by the European Union, the Norwegian and Swiss governments. With a master’s degree in international security, she bases her work on relevant scientific research.
